A State of Florida Certified General Contractor:
Goes through a state examination and training to get the certification and is required to do annual continuing education to keep their certification. A state certified general contractor is qualified to do work anywhere in the state of Florida. This certificate is issued only after examining their competency and skills of construction knowledge and providing the state with proof of required insurances and financial's information necessary to run a competent business. The selection of the general contractor in Florida should only be made after some careful consideration. Here are some things to consider:
Liability Insurance:
State Minimum for Certified General Contractors - $300,000 bodily injury; $50,000 property damage. 
County Licenses usually require less.

Payment dates and schedule
Cleanup details
Also get an exact description of the project scope, to include a list of materials being used
Make sure any verbal promises are in the contract.

Reputation:
Obviously a recommendation from trusted friends goes a long way,
But also be on the lookout for things that might indicate questionable behavior, like
Requiring a large or substantial amount of payment up front
Refusal to give an exact quote before work begins
Lack of insurance or contractor registration number
Unmarked vehicles
High pressure sales tactics
Insurances:
Are required for any contractor and you should require anyone that performs work for you to require insurance. It helps protect you, if something was to happen: Poor construction, damage, injury. Did you know if a worker was to get injured and they do not have workers compensation insurance you could possibly be held liable? Always ask for proof of insurance and call and verify the policy is still valid, some less than honest contractors will get insurance for the certificate then cancel the policy.
